But the shortage of the total airport, the layout is not reasonable and other problems are still more prominent, it is difficult to meet the needs of the comprehensive transportation system construction and economic and social development, and can not adapt to the country's major strategic implementation and the people's convenient travel requirements.
Therefore, on the basis of the national civil airport layout plan in 2008, the new plan, considering the development of the comprehensive transportation system, has made the adjustment and perfection of the quantity and space layout of the civil transport airport, and put forward the policy measures such as integrated connection and green intensive development, which form the advantages of the high-speed railway. The pattern of supplementing and coordinating development.
By 2020, the number of transportation airports in China is about 260. A number of major projects, such as the new airport in Beijing and the new Chengdu airport, will be built and put into operation, and the capacity of the hub airport facilities will be further improved and a number of branch airports are put into use.
By 2025, China will build a modern airport system with extensive coverage, reasonable distribution, perfect function and intensive environmental protection, forming 3 world-class airport groups, 10 international hubs and 29 regional hubs. The world-class airports in Beijing, Tianjin and Hebei, the Yangtze River Delta and the Pearl River Delta have developed rapidly. The international hub competitiveness of Beijing, Shanghai and Guangzhou airports has been obviously strengthened. The international hub functions of Chengdu, Kunming, Shenzhen, Chongqing, Xi'an, Urumqi and Harbin have increased significantly, and the coverage of air transport services has been further expanded. Looking forward to 2030, the layout of the airport is further improved, the coverage is further expanded, and the service level continues to improve.
The notice will promote the reform of the airspace management system, plan and adjust the airspace, implement the classification management, optimize the allocation of resources, establish and improve the flexible use mechanism of airspace, improve the level of fine management in the airspace, strengthen the construction of air traffic management facilities, improve the capability of airport security, and realize the coordinated development of air space by step by step. In terms of investment and financing, it will broaden the investment and financing channels of airport construction, explore the mode of cooperation between government and social capital (PPP), and make full use of the role of market mechanism to attract social capital.
